Description
These were covering a small Dodonaea viscosa shrub. At first I thought perhaps some sort of parasitising wasp, but I gently opened a few unhatched ones and it appears to have 2 wings.
I've shared it on a few insect related Fb groups and had various possibilities suggested inc. parasitising wasp, Scale and Psylloids. I don't think it is the latter as the adult is wrong.
Measurement is mm.

Description
Found along Gordon's Creek, in the leaves of a Dysoxylum gaudichaudianum sapling (at ~3-4 meters above ground). This sapling was growing next to (almost touching) a very large, mature Dysoxylum gaudichaudianum, on which small sap runs were observed ~ 2 meters from ground level.

the nest is from a Delta bicinctum, and all the other chambers hatched successfully except for this one. This morning I noticed the head of this insect coming out of the failed chamber. Could it be that one of the grubs that was put into the chamber was already parasitised by a different species?

Galls found on Enchylaena tomentosa host plant.
A similar gall is seen here: https://www.inaturalist.org/observations/123955148
Photos also show the larvae and pupae in dissected galls, and the emerged gall midge 7 days later.
The last 3 photos show a wasp that also emerged from the galls, possibly an inquiline species.

A Wasp - not European as I first thought - predating on a Damsel Fly.
The Wasp was flying around grasping the prey (image #3). When it landed, it appeared to be either probing/attacking or perhaps getting a better grip.
