First record I can find for California. Really wish I had taken better photos.
I checked the distribution of its host plants and it does appear that the water plant Giant Salvinia (Salvinia molesta) has been found in the area nearby.

Description
This appears to be the Eurasian species Acentria ephemerella, apparently introduced to North America from Eurasia in the 1920s with water plants and/or later as a biological control agent of Potomogeton and Elodea pondweed species.
Lamp sheet close to Cave Lake, large numbers of this species appeared later in the evening.
A single point is shown on the MPG page here for California https://mothphotographersgroup.msstate.edu/species.php?hodges=5299 which looks to be a little south of this location but still in the Warner Mountains.

The unmarked abdomen would seem to indicate this is not Chlorosea banksaria, the abdomen marked red in that species, and the parallel nature of the forewing PM line to hind margin points to identification as C. nevadaria and not C. margaretaria in which the PM line is strongly angled from the hind margin.

This might be the nicest pug moth I ever found in California! The scalloped white subterminal line would seem to indicate this is Eupithecia stellata and not E. bowmani (latter unrecorded in California so far as I can tell).
