I think these are Bernardino Blues, not 100% sure but they were about pinky nail sized which matches up with their average sizes. They were mating on one of their nectar plants Eriogonum fasciculatum at Mission Trails Regional Park in San Diego, CA.
This plant was found on a south facing slope along the trail. This plant was under a meter tall. The leaves were waxy.
Medium-sized seed eating bird. Male on left and female on right. Yellow body with black accents and a greenish beak. Travels in pairs unlike the black-headed grosbeaks that seem to just show up on their own.
