It finally flowered! Same individual as https://www.inaturalist.org/observations/241135845 so I know it doesn't have a hairy stem.
Is this plant native? Growing between sidewalk and retaining wall.

I really hate it when the vision model doesn't give me enough to go on and I have to just wait for the darn thing to bloom. I've been waiting since July to identify this plant.

Has no basal leaves. Prone to rust infection every year. Volunteer 3 years ago.
