You are also seeing wildlife history: the southern sea otter near Monterey will be eligible next year for delisting as a threatened species under the Endangered Species Act. The latest census, released by federal scientists in late September, counted 3,128 sea otters this year, most near Monterey. It was the fourth straight year where the population has been over 3,100. They are eligible to be delisted if the three-year average population tops 3,090, and they are right on the leading edge of that.
